George Bush: I am not a snoop!

Headline story on CNN.com right now:

Bush: We're not trolling your personal life

President Bush said Thursday the government is "not mining or trolling through the personal lives of millions of innocent Americans" with a reported program to create a massive database of U.S. phone calls.

Has Bush just had his Nixon moment?

One of the principles of framing is that a negative denial of something only reinforces the idea of that thing in the mind of the listener. When Nixon said, "I am not a crook", millions of Americans started thinking of him in terms of being a crook.

Bush comes out and says he is "not ... trolling through the personal lives of millions of innocent Americans". Which means that millions of Americans are now going to think of this story in terms of George Bush trolling through their personal lives.
